Colonel Mark Chang, accepts the 363d Intelligence, Surveillance, and Reconnaissance Group guidon, from Colonel John Thorne, 363d ISR Wing commander, during a change of command ceremony, July 12, 2024 at Joint Base Langley-Eustis, Va. Chang, replaces outgoing commander Colonel Breanne Howe.
